PUBLIC HEALTH SECTOR ACTIONS
24.1
As this manual is designed to be used in any
country, it is difficult to advise what each individual country’s public health plans are
with regard to response when Bird Flu strikes.
24.2
You are encouraged therefore to research your
own country’s Government national preparedness and public health sector action plans.
24.3
There are some likely scenarios which the public health
sectors will probably follow:
24.3.1
Generally, the public health sector will shift from
provision of national preparedness direct care to the co-ordination, direction, logistic support and
assistance of care provision by volunteers, community groups and individuals
caring for sick family members.
24.3.2
Direction of release of Personal Protection
Equipment to primary and secondary public health sectors occurs when the WHO issues a Code
Red alert.
24.3.3
The public health sector will be providing direct care
to only a very small proportion of all people who get sick.
24.3.4
Anti-virals will be released to the general
population early in the wave, but there will not be sufficient to provide
treatment for everybody who gets sick in a large wave.
24.3.5
It is possible more stringent prioritisation may
be adopted (in this case likely to be age-based), which may exacerbate issues
around the distribution of the medication.
